August 27, 2019 Governor Tim Walz 130 State Capitol 75 Reverend Doctor Martin Luther King Junior Boulevard Saint Paul, Minnesota 55155. via electronic delivery Dear Governor Walz, Last night, the Pioneer Press reported that the Minnesota Department of Human Services (DHS) will need to reimburse the federal government $48 million as a result of improper payments to institutions for mental disease. This follows the revelation that the state was involved in impermissible billing with two Minnesota tribal nations that will require state taxpayers to reimburse the federal government for $25 million, ‘Taken together, these two instances alone will cost Minnesota taxpayers $73 million. The dysfunction at the Department of Human Services has reached a fever-pitch with news coming almost daily about resignations, improper payments, o cultural problems within the agency. It does not need to continue like this. It has been profoundly disappointing that we must learn of each of these controversies through the media, rather than directly from your administration. With Speaker Hortman, Health and Human Services (HHS) Finance Chair Liebling, and HHS Policy Chair Moran unwilling to engage in any meaningful oversight efforts, and your administration’s refusal to be forthcoming about the countless issues, I’ve concluded that the only path forward is an independent audit of DHS spending. In the mold of the Independent Expert Review of MNLARS completed on behalf of the Governor’s Blue Ribbon Council on Information Technology, I am requesting that your administration commission a full independent forensic audit of current DHS spending. Given the recent track record, am confident that the results of a forensic audit would save taxpayers far more money than it would cost to perform. We need to address these issues head on to avoid continued government waste while ensuring we are focused on the needs of Minnesotans. ‘Thank you in advance for your consideration, I would appreciate a reply by September 10.
